The State of Georgia Consolidated Plan describes how state, local, private, and federal resources will be used to increase the supply of affordable housing and economic opportunities for low and moderate income Georgians. The plan focuses on the use of funds from HUD's five consolidated formula programs - Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant Program (ESGP), Housing Opportunity for Persons with AIDS (HOPWA), and American Dream Downpayment Initiative (ADDI) - to meet these needs.

The Consolidated Plan also updates the state's assessment of the housing needs of low and moderate income Georgians and provides a five-year strategic plan outlining priorities, objectives, and the investment of resources to meet these goals. An action plan is also included, which identifies priorities and objectives during the fiscal year. The Consolidated Plan enables the state of Georgia to examine the housing and community development needs of the state. Based upon this examination, the state is able to develop programs that effectively utilize the scarce resources available to address these concerns and to improve the quality of life for its low and moderate-income residents. This document also serves as the state's application to the U.S. Department of Housing and Urban Development (HUD) for the receipt of federal Consolidated Funds.

The State of Georgia Consolidated Annual Performance and Evaluation Report (CAPER) is a three-part document that has been prepared to assist the citizens of Georgia and HUD to monitor the State's progress in implementing its Consolidated Plan. Part I includes a summary of resources and programmatic accomplishments achieved in relation to the priorities and objectives stated in the State's Annual Action Plan for Consolidated Funds. Part II is a summary of other actions taken to implement its overall Consolidated Plan strategy as identified in the Annual Action Plan. Part III is an assessment of the State's efforts to meet its one-year priorities and objectives stated in the Annual Action Plan.
